POVERTY WHILE THE MIDDLE CLASS WELFARE REGIMES FAILS

“Welfare is inadequate to compensate for market inequalities”. This claim is main assumption for the question “why do we need welfare state”. Market is such a thing that does not or could not treat well and because of that somebody should engagement when market fail and do something for whose affected from this situation. This is the idea behind the welfare state. Welfare state idea figures on the taxation principles. Taxation principles in “middle class welfare state” basically express as “a higher rate on higher incomes”. This principles also have other dimension for consumption taxation. Lower rates for basic goods like bread but higher rates for alcohol and tobacco which is not necessarily goods.

After the Second World War in line with neoliberal precepts governments strategies changed and welfare state concept stand a loss. First impact of this process is reducing the state spending as a proportion of GDP. And then philosophy of the welfare state began to discussed in most of countries.

When the protection umbrella, which is welfare state, disappeared poverty become more visible. And when the most of merchandise in social life marketization proceed, poverty affect more and more people. So we can say that after the middle class welfare regimes failed, poverty become more complex and visible social problem.

After the neo – liberalism declare its sovereignty wage come into the most important thing for survive in the society. If anybody cannot get a job or is not lend to work have to go out the other dimension which is social aid. And in neo – liberalism, social aid offers very narrow opportunities. So poor people stay continue to be poor.

When the welfare state consensus broke down, poverty turn into a political thing. Also participant democracy changed the blink of government onto poverty. Social aid systems began to addict poor’s to social aid. And turn them to electorate of government party. So this is going to be barren process. One way or another poverty problem is going to be ethic problem then. Because according to market economy, poor’s are the people who cannot adapted the economic system. And this is their fault. On the other hand, government social aids labeled them in this concept. After this poor’s began to think that they are incoherent and meaningless for society. So this turn into another vicious circle. Government makes them addict and nourished from this system. Because they think that social aid is not their right but boon of the government.

Glance to the poverty is mostly political in the neo – liberal paradigm. But this does not mean that poverty transformed into political subject but glance of it turn into political.
